Goat thieves and other domestic animals thieves should be punished when they are nabbed because they caused grief and sadness to the rearers of the animals when they steal them. These rearers experience hardship in taking proper care of their livestock as they contrive to save money for their feed, vaccine, housing etc.
They feel dispirited when their livestock are taken away by the so- called thief because their efforts is down the drain. Hence, the reason why the thieves should be punished to serve as deterrent to others.
